Overview
Under the Early Learning and Child Care Act, a licence is required to operate a childcare program with more than 6 children, not including your own. Licensed facility-based programs include daycare, preschool and out-of-school care and can be operated by individuals, businesses, non-profits and municipalities.
The Early Learning and Child Care Act and Regulation establish the minimum standards that licensed childcare programs must follow to ensure the safety, well-being and developmental needs of children are met. Alberta’s childcare licensing officers monitor and work with licensed programs to ensure these standards are met. They make decisions under the authority of the Statutory Director – a designated official responsible for licensing and enforcement.

Licensing handbook
The Licensing handbook for facility-based programs is a key resource for new applicants and licence holders alike. It explains how to apply for or renew a licence and outlines operational requirements. This handbook aligns with but does not replace the Act and Regulation.
Apply for a licence

Once you have secured a location for your childcare program, you can apply in one of 2 ways:
- Submit a complete application with all required documents in one step; or
- Submit a partial application and get guidance from licensing staff throughout the process (see how to get help below).
Renew your licence
Your initial licence will be valid for a minimum term of one year up to a maximum term of 3 years. To continue operating, licence holders must apply to renew their current licence before it expires.
A renewal package will be sent to the licence holder 90 days before the licence expires. The package includes forms and requires a non-refundable $100 renewal fee, which must be submitted at least 30 days before expiry. A renewal inspection will be scheduled as part of the process. Adjust your licence
As a licence holder, you can request to modify the terms and conditions of your licence to better meet the needs of your program or respond to unique circumstances. Requests are reviewed by licensing staff within 10 business days to confirm they align with the Act and Regulation and support the safety and well-being of children in your care. Refer to ‘Part 1, Step 9’ in the Licensing handbook for more details.
