Overview

Under the Early Learning and Child Care Act and Regulation and Family Day Home Standards, licensed family day home agencies recruit, train and support family day home educators who provide childcare in their own homes. Licensed agencies offer assurance to families by monitoring each home for health, safety and program quality standards.

Alberta’s childcare licensing officers work with agencies to ensure these standards are met and make decisions under the authority of the Statutory Director – a designated official responsible for licensing and enforcement.

The Licensing handbook for family day home agencies is a key resource for both new applicants and current licence holders. It explains how to apply for or renew a licence and outlines operational requirements. This handbook aligns with but does not replace the Act, Regulation or Family Day Home Standards.

Apply for a licence

For a complete list of steps and documents needed to obtain a licence, read through ‘Part 5: The Application Submission Process’ in the Licensing handbook above.

Once you have secured a location for your agency, you can apply in one of 2 ways:

  1. Submit a complete application with all required documents in one step; or
  2. Submit a partial application and get guidance from licensing staff throughout the process (see how to get help below).
  • Application package

    Below is a list of required documents to submit as a part of the application process.  Applicants should refer to Steps 5 to 7 of ‘Part 5: The Application Submission Process’ in the Licensing handbook for detailed instructions on submission requirements.

    • Licence application form –primary application form to apply for a new licence. It requires information about the applicant, legal representative and your proposed service areas.  As you complete the form, a checklist of all the required documents will be generated within the application form. To ensure all required fields are visible and complete, fill out the entire form on a computer before printing or saving.
    • Program plan template – outlines how your agency will meet children’s needs and deliver quality childcare. It also includes your staffing plan and administrative policies and procedures.
    • Subsidy grant application form – if you will be receiving subsidy benefits on behalf of parents or guardians whose children qualify for subsidy, this funding agreement between your program and the Ministry of Education and Childcare is required. The Child Care Subsidy Program is available for eligible families with children in full-time kindergarten up to grade 6.
    • Direct deposit form – provides your financial information to allow payment of eligible claimed funding (for example, wage top-ups and subsidy).
    • Early Learning and Child Care Act and Regulation – establish the minimum standards that licensed childcare programs must follow to ensure the safety, well-being and developmental needs of children are met.
    • Family Day Home Standards Manual– contains the standards for operating a licensed family day home agency and for providing childcare as a contracted family day home program.
    • Certification guide for early childhood educators – provides information on the staff certification process and procedures for early childhood educators (ECEs).

  • Family day home contracts

    The Alberta government introduced new contracts for licensed family day home agencies on January 1, 2025. These contracts provide funding to support agency operations and administration. Once an agency is licensed, the contract will be available for signing in the Childcare Licensing Portal. Read the fact sheet below for more information:

  • Licensed family day home agency information session

    If you are applying for a family day home agency licence for the first time, you must complete an information session offered by the Ministry of Education and Childcare. If applying as a corporation, one or more corporate directors (as determined by the Ministry) must complete the session. Information sessions will be held when applications are being considered.

    Before attending, review the Act, Regulation, Family Day Home Standards and the application package in their entirety to be prepared. The session covers:

    • an overview of the Act, Regulation and Family Day Home Standards
    • licensing requirements and responsibilities
    • key steps in the application and monitoring process
  • Get guidance from licensing staff

    You can request the help of childcare licensing staff early on in the application process.

    First, submit a partial application, which must include:

    • learn more about the licensing process
    • sign up for a mandatory licensed family day home information session
    • review your program plan
    • review agency-developed forms for monitoring and other agency processes
    • find local resources for early learning and business support

    A licence will not be issued until a complete application is received, assessed and approved by licensing staff. If your application is inactive for more than 6 months, it will be returned to you and you will need to submit a new application, including another $200 application fee.

  • Submit your application

    To submit your complete or partial application:

    • Email required documents to Childcare Connect at [email protected], with the subject line: ‘New application: [your agency name]’.
    • Mail the $200 non-refundable application fee (payable by cheque to the Government of Alberta) to:

  • After you apply

    It may take up to 30 business days to process your application after licensing staff have confirmed your application package is complete.

Renew your licence

Your initial licence will be valid for a minimum term of one year up to a maximum term of 3 years. To continue operating, licence holders must apply to renew their current licence before it expires.

A renewal package will be sent to the licence holder 90 days before the licence expires. The package includes forms and requirements that must be submitted at least 30 days before expiry, including a non-refundable $100 renewal fee (payable by cheque to the Government of Alberta). A renewal inspection will be scheduled as part of the process. Refer to ‘Part 5, Step 9’ in the Licensing handbook for more details.

  • Renewal package

    • Licence renewal application form – primary application form to renew your existing licence. It requires updated information about the applicant, legal representative and current family day homes.

    Note: As you complete the form, a checklist of all the required documents will be generated within the application form. To ensure all required fields are visible and complete, fill out the entire form on a computer before printing or saving.

  • Submit your renewal application

    To submit your renewal application:

    • Email required documents to Childcare Connect at [email protected], with the subject line: ‘Renewal: [your agency name]’.
    • Mail the $100 non-refundable application fee (payable by cheque to the Government of Alberta) to:

Adjust your licence

As a licence holder, you can request to modify the terms and conditions of your licence to better meet the needs of your agency or respond to unique circumstances. Requests are reviewed by licensing staff within 10 business days to confirm they align with the Act and Regulation and support the safety and well-being of children in your care. Refer to ‘Part 5, Step 9’ in the Licensing handbook for more details.

  • Request a variance

    Licence holders can request to change their agency location, maximum number of family day homes they oversee, licence expiry date or any other licensing condition by emailing the form below to Childcare Connect at [email protected]. An inspection may be required.

    Note: To ensure all required fields are visible and complete, fill out the entire form on a computer before printing or saving. If applicable, also submit an updated program plan.

  • Request an exemption

    Exemptions may be granted for staff qualifications and are meant to be a temporary measure. Submit the form below to your licensing officer with details about why the exemption is necessary, for how long the exemption is required and how children’s needs will be met during this time.

    Note: As you complete the form, eligible exemptions will be generated within the form. To ensure all required fields are visible and complete, fill out the entire form on a computer before printing or saving.

  • Appeal a licensing decision

    If your licensing application, renewal or request to vary a licence has been refused, you have the right to appeal within 30 days of receiving the refusal letter. Learn more about how and when you can appeal a decision, including which licensing decisions can be revisited.
