The Government of Alberta procures billions of dollars in goods, services and construction every year.
The Procurement Accountability Framework has been developed to:
- reinforce fairness, transparency and integrity in the procurement process
- add rigour and accountability to ministry processes
- drive consistency and discipline in contracting
- contain appropriate controls and a shared set of values and ethics

Vendors for architectural, engineering and other types of professional consultant services can use the following procurement methods to contract with government.
Property Management and Building Management and Maintenance Services
We procure Property Management and Building Management and Maintenance Services for government owned facilities.
For both types of services, interested vendors can use the following procurement methods to contract with government.
Prompt payment
Prompt Payment is an approach to ensure contractors (and sub-contractors) receive timely payment for work completed under Infrastructure contracts. The issue of delayed payment can significantly impact a sub-contractor’s financial viability.
Alberta Infrastructure introduced contract provisions in March 2016 that addresses the issue of prompt pay and progressive release of holdbacks for Infrastructure projects.
- Infrastructure and their consultant verifying the progress claim within 14 days of submission and notifying the general contractor of the valid amount that can be legitimately paid.
- Infrastructure paying the verified amount within 30 days of submission.
- The general contractor providing a statutory declaration that their sub-contractors were paid within 10 days of receiving the previous payment from Infrastructure.
- Infrastructure established a method for sub-contractors to call a toll free number (1-844-252-5322) to find out when payments were made by Infrastructure to the general contractor.
- Infrastructure has agreed to progressive release of holdback as phases of the work are completed, subject to verification that the work is satisfactory and no liens have been filed.
Public Works Act
The Public Works Act allows any person who has not received proper payment for work on a public work projects, regardless of their level in the contracting chain, to make a claim directly to Alberta Infrastructure provided:
- that person is not paid by the party who is legally obliged to pay that person
- work on the public works project is not on a highway or road

Claim form
A completed Statement of Public Works Act Claim form must be sent by registered mail no later than 45 days after the last day on which labour, equipment, materials or services giving rise to when the claims were provided. Send completed forms by registered mail to:
