Overview

The Emergency Family Violence Services (EFVS) Grant Program helps Albertans who are experiencing family violence to address their safety, shelter and support needs. Core services are provided through 3 service delivery models: 

  • emergency shelters
  • second-stage shelters
  • alternative service delivery programs

For 2026-27, priority consideration will be given to alternative service delivery programs. 

Funding 

The EFVS Grant Program uses a funding allocation approach that helps distribute available provincial funding in a fair, transparent and consistent manner.

  • How funding is allocated

    Funding decisions are informed by an assessment of estimated operating costs and other factors that may affect service delivery in different communities. The approach considers:

    • program type and service delivery model
    • program capacity
    • service delivery requirements
    • geographic location
    • community need

    Successful applicants may not be funded at their full request.

  • Operational expense categories

    The funding allocation approach estimates relative operating costs using 3 categories of eligible expenses:

    • Facility expenses – Costs related to operating physical shelter accommodation spaces, including rent, property taxes, utilities, insurance, maintenance and facility staffing. 
    • Program expenses – Costs related to service delivery and supporting clients, including staffing and program-related expenses, such as food and basic-needs items, client supplies and travel. 
    • Administrative expenses – Costs related to organizational operations, including leadership and administrative staffing, office expenses, communications, finance and training.
  • Community and geographic considerations

    Funding requirements can vary across Alberta. When assessing funding needs, the ministry may consider factors that influence service delivery costs in different communities, including:

    • operating in remote locations
    • operating in rural communities
    • operating in major metropolitan centres
    • indicators of community need

    These considerations help support fair and consistent distribution of available funding across programs and communities.

    Include only eligible expenditures within:

    • facility expenses
    • program expenses
    • administrative expenses 

    Submit the completed template in its original Excel format.

Eligibility

Organizations may apply if they:

  • currently receive funding through the EFVS Grant Program, or
  • are a community-based organization that supports individuals and families experiencing family violence in Alberta, that is not currently receiving EFVS grant funding
  • Eligible organizations

    Eligible organizations must:

    • be a legally registered not-for-profit organization or registered charity 
    • be in good standing with the Ministry of Children and Family Services
    • have been legally registered and operating in Alberta for a minimum of one full calendar year
  • Ineligible organizations

    The following groups or organizations are ineligible to apply: 

    • for-profit organizations 
    • municipalities 
    • funding agencies or other funders 
    • organizations that have overdue or incomplete accounting/reporting relating to any grant previously awarded by the ministry 
    • organizations that are not legally registered or have been operating in Alberta for less than one full year 
    • individuals 
    • First Nations and Metis Settlements

Before you apply

Before starting an application, review the:

Have the following supporting documents ready to upload, as applicable:

  • completed EFVS Budget Template
  • proof of Insurance
  • proof of WCB coverage or exemption 
  • corporate registration documentation, such as an Alberta Corporate Registry search or Certificate of Status
  • supporting evidence or letters of support

How to apply

Follow the steps below to ensure your application is complete. 

Step 1. Read the EFVS Grant Program Guidelines and Application Guide

Read the EFVS Grant Program Guidelines.

Questions to consider:

  • Is your organization able to deliver services in alignment with the core services? 
  • Does your program meet the description of at least one of the service delivery models? 
  • Are you able to meet and report on the outputs and outcomes defined within the EFVS Grant Program logic model? 
  • Will your organization be able to show evidence of compliance, or work towards meeting compliance, with all program expectations?

Step 2. Sign in to the EFVS Funding Request Portal using your Alberta.ca account

To access the Funding Request Portal, your organization will require an Alberta.ca account. New applicants can create an account during sign-in.

Ensure your Alberta.ca account information for your organization is accurate and up to date.

Step 3. Complete all sections of the application in the portal

Current EFVS-funded organizations requesting additional funding to expand capacity in an existing funded program will complete a streamlined application. 

All other applicants will complete the full application. 

The portal will direct applicants to the appropriate form.  

Step 4. After you apply

During the review process, applicants may be contacted for supplementary information by ministry staff. 

Applicants will be able to track the status of each application they submit in the portal under ’My applications’.

Applicants will be notified of funding decisions in writing via email. If application contact information changes, notify [email protected] and update your Alberta.ca organization account information.

Reporting

Successful applicants must submit reporting for the grant term:

  • monthly service data reports, to be submitted via the EFVS Reporting Portal 
  • quarterly financial reports
  • annual progress reports
  • annual financial reporting
