Overview
The safe transportation of hazardous waste and hazardous recyclables in Alberta is regulated by the Environmental Protection and Enhancement Act (EPEA) and the Waste Control Regulation.
EPEA requires that shipments of hazardous waste and hazardous recyclables use specific shipping documents such as a hazardous waste manifest or recycle docket. These documents allow the Alberta government to track hazardous waste from its place of generation to the point of receipt.
The term ‘Movement Document’ used in Federal regulation is analogous to the term ‘Manifest’ used in Provincial regulation and refers to the same shipping document.
Hazardous waste manifest
The hazardous waste manifest is a shipping document used by generators, carriers and receivers of hazardous waste and accompanies shipments of hazardous waste. Generators, carriers and receivers must include their Personal Identification Number (PIN) on the manifest prior to the consignment occurring.
Hazardous waste manifests should only be used for shipments of hazardous waste. Shipments of hazardous recyclables should use a recycle docket; shipments of non-hazardous waste or non-hazardous recyclables should use a bill of lading or a dangerous goods shipping document where applicable.

Hazardous waste manifest form

Hazardous Waste Manifest Supplement – Multiple Carriers
Where multiple carriers are used for a shipment of hazardous waste from a single generator to a single receiver, the Alberta government has developed the Hazardous Waste Manifest Supplement – Multiple Carriers form.
Hazardous Waste Manifest Attachment Sheet
The hazardous waste manifest contains four lines for describing hazardous waste. For shipments within Alberta only (no exportation) that contain more than four types of hazardous waste, the Alberta government has developed the Hazardous Waste Manifest Attachment Sheet. Generators or waste brokers acting on their behalf can develop their own attachment sheets for use if they meet the requirements under both the Waste Control Regulation and the Transportation of Dangerous Goods Regulations (where applicable).

Recycle docket
The recycle docket is a shipping document used by generators, carriers and receivers of hazardous recyclables; it accompanies shipments of hazardous recyclables tracking the movement from where it was generated to where it is received. A recycle docket is required for shipments when transporting more than 205 litres or 205 kg of hazardous recyclables. A PIN is not required for shipments of hazardous recyclables.
Generators or recycle brokers can develop their own recycle dockets if they contain the required information specified in the Waste Control Regulation. The Alberta government has developed a recycle docket for use that meets the requirements under both the Waste Control Regulation and the Transportation of Dangerous Goods Regulations (where applicable).
Shipments of hazardous recyclables destined for exportation from Alberta must not use a recycle docket. For more information, see the Federal Legislation section at:
Transportation of dangerous goods
Many hazardous wastes and hazardous recyclables are also regulated as dangerous goods under the Transportation of Dangerous Goods Act by the provincial and federal governments. Persons transporting hazardous wastes and hazardous recyclables should be familiar with Dangerous Goods legislation as well.
Hazardous wastes and hazardous recyclables that are not dangerous goods must use a hazardous waste manifest or recycle docket as appropriate. For example, wastes that produce a toxic leachate and are classified as Leachable Waste.
Dangerous goods that are not hazardous waste or hazardous recyclables should not be transported using hazardous waste manifests or recycle dockets. For example, asbestos which is non-hazardous in Alberta but is regulated as a dangerous good.
