Ghost Reservoir Infrastructure Project

Flood mitigation on the Bow River with the Ghost Reservoir Infrastructure Project is moving forward with Phase 3.

Overview

Following the 2013 flooding in southern Alberta, Alberta’s government began to explore mitigation options that would protect communities from both flooding and drought. This exploration, from 2019 to 2025, was called the Bow River Reservoir Options.

From this exploration, the Ghost Reservoir Option was selected. Work on the Ghost Reservoir Infrastructure Project is Phase 3.

Responsibility for Phase 3 has transferred from the Ministry of Environment and Protected Areas to the Ministry of Transportation and Economic Corridors.

Project details

The proposed Ghost Reservoir Infrastructure Project includes the construction of a new dam structure downstream of the existing structure. This will allow for an increased capacity within the reservoir. The design of the new dam would also focus on the considerations for flood and drought management.

Figure 1 shows the conceptual location of the Ghost Reservoir Infrastructure Project. Note, details regarding the dam location and reservoir extent are subject to change as additional data and analysis is completed.

Phase 3

Engineering and regulatory approvals process

Engineering and design

During Phase 3, work will be undertaken to advance the engineering and design process for the Ghost Reservoir Infrastructure Project.  As part of Phase 3 detailed analysis, advanced testing and detailed design will be completed.

Regulatory approvals

During Phase 3, initial work will build on the work and findings of Phase 2. We will continue with early environmental assessment work as well as design work, prior to advancing an application for regulatory approval.

Land acquisition

During Phase 3, acquisition of land required for future construction may be advanced.

Engagement

Engagement with Indigenous communities and organizations, as well as with relevant stakeholders and property owners will be completed in Phase 3.
