Ride-for-hire services

Driver, vehicle registration, insurance and recordkeeping requirements for transportation network companies operating in Alberta.

Overview

A transportation network company (TNC) connects passengers with TNC drivers to provide pre-arranged transportation services for compensation. This is done exclusively through a transportation network, which can be an online-enabled application (or app), digital platform, software, a website or any other system offered that is used and operated by the TNC.

A transportation network automobile is a motor vehicle designed to carry 8 or fewer people, including the driver, and is used for pre-arranged rides through a TNC – it is not a taxi.

Taxi definition

A taxi is a vehicle that meets the municipal taxi rules and can accept street hails. Taxi companies are regulated by municipalities. If you have questions about taxi requirements, contact the municipality where you plan to operate.

Vehicles that operate as taxis or provide on-demand services cannot be used for TNC rides. TNC drivers are not allowed to pick up passengers from the street (street hails).

TNCs operating in Alberta

The Transportation Network Companies Regulation sets the rules for TNCs in Alberta.

Some municipalities also have local bylaws for ride-for-hire services. To operate legally, TNCs must follow provincial rules and any local bylaws in the communities where they provide service.

Summary of TNC requirements

Drivers

Drivers must be authorized by a TNC to provide rides and access the TNC's platform. TNCs must ensure drivers have:

  • a Class 1, 2 or 4 driver’s licence
  • a Police Information Check (a Vulnerable Sector Screen must be provided on the initial application)
  • proof of insurance that covers driving for a TNC

A Class 5 driver’s licence is not enough. To upgrade your licence, visit a registry agent in Alberta. You will need a knowledge test, road test and medical fitness check.

Vehicle registrations

Each TNC vehicle must have commercial vehicle registration and plates. The 1-55 (Ride-for-Hire Services) plate class is used for TNC vehicles.

Insurance

TNCs must have a motor vehicle liability policy or transportation network automobile insurance that meets the minimum coverage required by the regulation.
