Land use planning – Order decision search

Search for Land and Property Rights Tribunal planning, development and assessment decisions, and find search tips.

Overview

The Tribunal Order search allows users to search for decisions within the Tribunal's database for planning, development and assessment decisions.

Tribunal Order definitions

Order number
The Tribunal Order numbers are given to each specific Order. The numbers are sequential by year. For example, MGB 1/98 or AAAB 1/95.
Roll number
Relates to the roll number the municipality has given to each property. If this field is used, the municipality name should also be completed.
Municipality
If possible, enter the full name of the municipality. For example, the "City of Camrose" or the "County of Camrose”. If only Camrose is typed, the search will result in both municipalities being searched.
Subject
A pull down list is provided for your selection. The default search is on all Orders. Specific selections can be made to obtain more accurate results if you know the area of your search. Subject examples are assessment and planning.
Appellant
Party making the appeal. For example, John Doe or ABC Company.
Appellant representative
Agent or representative of the party making the appeal. For example, ABC Tax Consultants.
Respondent
Party defending the appeal. For example, in the case of assessments, the respondent is usually the municipality.
Respondent representative
Agent or representative of the party defending the appeal.
Appeal year
For assessment issues, the year of assessment under appeal. For other appeals, it is the year the complaint is made.
Appeal decision
Complete only if you know if the decision was allowed or denied. Alternatively, if you know the decision of the Tribunal did not result in an allowed or denied decision, such as in a case where a decision results in directions or procedures to the parties, the "other" selection can be used. The default is to search all decisions.
Decision date
The default is to search all dates (approximately 200 Orders per year). You can narrow your search and the results by specifying a range of dates.

Search by any one of 4 separate types of searches:

  • Order number
  • property ID number
  • free text
  • filtering

Information on acronyms in the database is listed below.

After entering search criteria, click the "Search" button to commence the search. Selecting the "Reset" button will clear search fields.

  • How to use the “Find” feature

    1. Use the “Find” feature to search for a word in a document.
    2. Open the PDF document and hold down the “control (Ctrl)” key and the letter “f” at the same time.
    3. Type the search word in the search box and press the “enter” key.
    4. The searched word will be highlighted in the document.
    5. Press the “enter” key again to find the next highlighted word unless “no more matches were found".
  • Searching by Order number

    • To find a specific Tribunal Order or Decision Letter, type either MGB [number]/[2-digit year], or DL [number]/[2-digit year]. Example:
      • Type "DL 010/10" to find MGB Decision Letter 010/10
      • Type “MGB 001/14” to find MGB Board Order 001/14
    • For Tribunal Orders use M before numbers/year (for example, M000/10).
    • For Decision Letters use DL before numbers/year (for example, DL000/10).
    • Since 2013, Tribunal Orders and Decision Letters have been consecutively numbered.
    • For a broad range of results, use only the first 3 numbers of a Tribunal Order or Decision Letter (for example, 000). This search will return Tribunal Orders, Decision Letters and Composite Assessment Review Board (CARB) decisions containing that number for each year in the system.
  • Searching by property ID number

    • To find property assessment decisions for a specific property, search by the property’s assessment roll number.
    • A roll number is assigned to a property by the municipality in which it is located. For linear property, the ID is assigned by the Assessment Services Branch of Municipal Affairs. Roll numbers or linear property IDs are found on an annual notice of assessment.
    • Searching results by roll number uses database information, but the roll number is not displayed in the search result. The roll number is contained in the Tribunal Order or Decision Letter that the search result displays.
  • Free text

    • This search provides the ability to search for decisions by words or phrases and is not case sensitive.
    • Search by one or more words.
    • Make sure all words are spelled correctly.
    • Try different keywords.
    • Try more general keywords.
    • Free text search cannot be used in combination with other search criteria on this page.
  • Searching by filtering

    This section is experiencing some technical difficulties.

    • A combination of multiple filters may be used in a single search for more refined results. However, using certain refined search criteria may return limited or no results.
  • Municipality

    • Use this search field individually or in combination with other search criteria in this area for a more refined search.
    • Type the first 2 or 3 letters of the municipality, and select from the drop down list that appears. For example, type “Edm” for Edmonton or “Mun” for a list of municipal districts.
  • Subject

    • Use this search field individually or in combination with other search criteria in this area for a more refined search.
    • CARB” produces municipal assessment appeal decisions from 2010 and after. Decisions pertaining to multi-residential, non-residential (for example, warehouses, retail space, shopping centres, etcetera).
    • “Non-CARB” produces MGB decisions such as linear, annexation, subdivision, intermunicipal disputes.
    • Choose “Type”, “Issue”, “Detail” and “Sub-detail” for a more refined search. These cannot be searched individually.
      • Type: Property type choices for CARB (multi-residential, non-residential, office space, etcetera) or non-CARB decisions (for example, linear, annexation, subdivision, etcetera).
      • Issue: Can only be used in combination with "Subject" and "Type" search criteria for a more refined search. "Issue", for both CARB and non-CARB means the matter was brought before the board to decide (for example, high rise assessments, amended assessments, etcetera).
      • Detail: Can only be used in combination with "Subject", "Type" and "Issue" for a more refined search. Provides further filtering criteria related to "Issue" for refined search results. In some instances, there will be no choices for “Detail” (for example, annexation).
      • Sub-detail: Can only be used in combination with "Subject", "Type", "Issue" and "Detail" for a more refined search. If there are no sub-details for “Type”, there will be no choices. Provides further filtering related to "Issue" and "Detail" for refined search results. In some instances, there will be no choices for “Detail” (for example, annexation). Note: Sometimes there are no sub-detail options.
  • Appeal year

    • Search decisions by "Appeal year" for property assessment appeals from a particular assessment year.
    • The property assessment year is the year before the tax year. For example, a property assessment appeal filed in the 2012 tax year had an assessment year of 2011.
  • Decision date

    • "Decision date" will return all decisions within a date span.
    • To find decisions in the last week, month, year or set the “from” field accordingly and leave the “to” field blank.
  • Acronyms in the database

    • ABMGB – “Neutral” citation for MGB decisions (implemented 2012)
    • Assessment Review Board – ARB
    • Board Order – M or BO
    • Composite Assessment Review Board – CARB
    • Decision Letter – DL
    • Edmonton Composite Assessment Review Board – ECARB
    • Local Assessment Review Board – LARB
