Building Forward: Alberta's 20-Year Strategic Capital Plan was published in 2021 to provide a blueprint for long-term infrastructure investment and development.

This 2025 edition of the 20-Year Strategic Capital Plan examines the possible impacts of global trends and provides updated transparent and strategic direction to guide how government invests in planning, constructing, renewing and maintaining infrastructure over the long-term.

Albertans have always embraced innovation and planning for the future. We pride ourselves on delivering transformative energy projects, creating advancements in agriculture, and developing critical infrastructure that keep our communities strong and connected.

Planning is at the heart of how we design, deliver, and maintain infrastructure that meets the needs of Albertans. As Alberta’s population grows, we’ve stayed ahead by reducing red tape, streamlining processes, and accelerating project delivery so communities receive schools, hospitals, and other essential public facilities faster. We also plan in ways that will attract investment, diversify our economy and create quality jobs for Albertans.

We’re modernizing how we manage Alberta’s infrastructure. Through Real Property Governance (RPG), we’re increasing coordination across departments, creating stronger oversight of provincial assets and better alignment between infrastructure and service delivery. RPG isn’t just about managing land and buildings, it’s about unlocking value, boosting transparency, and making sure every square foot of government property works for Albertans.

Building Forward: Alberta’s 20-Year Strategic Capital Plan 2025 provides a clear, long-term vision for how the Government of Alberta will deliver critical infrastructure that supports strong communities and a prosperous future. By examining economic, social, technological, and global trends, we’re charting a path that ensures Alberta remains ready and embraces the opportunities ahead.

Guiding strategies

The 20-Year Strategic Capital Plan (20YSCP) is built around 6 guiding strategies:

  • prioritizing capital maintenance and renewal
  • integrating sustainability and resiliency

The guiding strategies present a cohesive vision for building resilient, inclusive and future-ready infrastructure.

At the heart of the plan is a commitment to putting people first, ensuring that public services are designed to be inclusive, accessible and responsive to the diverse needs of Albertans. This people-centered approach is supported by the adoption of new technologies that enable more personalized and efficient service delivery. The plan also emphasizes the importance of embracing innovation and digital transformation, leveraging Alberta’s growing artificial intelligence ecosystem and expanding virtual services to modernize government operations and leverage capital budgets further.

To strengthen Alberta’s economic foundation, the strategy highlights the role of public infrastructure in attracting private investment, supported by competitive tax rates, a favorable regulatory environment and high-quality infrastructure. Recognizing that collaboration yields better outcomes, the plan calls for maximizing partnerships across sectors and levels of government, including Indigenous communities and non-profits, to share expertise and resources.

Additionally, the strategy prioritizes maintaining and renewing existing infrastructure to ensure long-term value and performance, while integrating resiliency and operational efficiency. Together, these strategies aim to create infrastructure that not only meets today’s needs but also anticipates tomorrow’s.
