Legislation
The Renewable Fuels Standard (RFS) Regulation became law in March 2010. Since April 1, 2011, the RFS requires a minimum annual average of 5% renewable alcohol in gasoline and 2% bio-based diesel in diesel fuel sold in Alberta by fuel suppliers.
To meet one of the RFS requirements, renewable fuels must demonstrate at least 25% fewer greenhouse gas (GHG) emissions than the equivalent petroleum fuel. The Renewable Fuels Greenhouse Gas Emissions Eligibility Standard (Emissions Standard) provides guidance on what fuels are eligible to meet the GHG threshold requirements, as stated in the regulation. Under the standard, Appendix 1 Lookup Table for Established Pathways has the type of biofuel followed by a description and specific details including a validation code if applicable.
Forms and reporting
Validation
- Alberta GHGenius – Index to Sheets in the Spreadsheet
Model used to calculate GHG emissions for the life cycles of fuels, it is the modelling tool referred to in the emissions standard. - Renewable Alcohol and Bio-Based Diesel Validation Certificate
To be completed annually by a qualified validator to confirm eligible renewable alcohol or bio-based diesel has been produced according to the Lookup Table for Established Pathways in Appendix 1 of the emissions standard.
Annual compliance reporting
Consolidated Fuel Supplier, Renewable Fuel Provider and Approved Contributor Compliance Report
According to the RFS Regulation, all parties defined as ‘Fuel Suppliers’, ‘Renewable Fuel Providers’ or ‘Approved Contributors’ must submit annual compliance reports.
