Legislation and guidelines for Alberta’s public library system.

Legislation

The Libraries Act provides the legal framework for public library service in Alberta and creates library boards at the municipal, intermunicipal and system levels.

Under the act, library boards are charged with providing “comprehensive and efficient service.” Library boards are corporations upon establishment and have full management and control over the operation of their service points.

The Libraries Regulation provides guidance to library boards in the planning and development of library service both at the local and system levels. It also sets out the responsibilities of library boards to develop policies and to cooperate with other library boards when using public library resources.

Policies

The Public Library Network Policy states the province established and sustains a network that connects public libraries, to ensure access to resources and services for Albertans. It also includes principles that govern the network, and defines roles for network participants.

The Resource Sharing Operational Policy for Public Libraries governs how libraries may borrow and lend resources in cooperation with other libraries.

The SuperNet Operational Policy sets out the conditions under which the province will subsidize SuperNet connectivity for public libraries.

The Electronic Resources Operational Policy sets out the principles and guidelines to enable equitable, centrally acquired electronic resources.

The Library Service for People with Print Disabilities Operational Policy establishes principles and guidelines to help public libraries serve patrons with print disabilities.
