Licensing changes for driver training providers

Effective March 1, 2019, all Class 1 and 2 and school bus endorsement driver training providers must re-apply for a new licence to operate.

Overview

All driver training providers, including those that do not charge a fee and all driving instructors (including senior driving instructors), must be licensed through Driver Programs and Licensing Standards to operate.

In Alberta:

  • all driver training schools and driving instructors that charge a fee have always had to be licensed through the Government of Alberta
  • all organizations that provide driver training for driver’s licence endorsements and demerit point reductions have always had to be certified through the Government of Alberta

Changes

Alberta no longer certifies organizations or instructors that provide driver training for driver’s licence endorsements or demerit point reductions. Instead, these driver training providers must get the same type of licence as driver training schools and driving instructors.

Existing licensed driver training schools, certified employee agencies and instructors who provide Class 1 and 2 and S endorsement (School Bus Driver Improvement Program) training must also apply for this licence.

Who is affected

The following driver training providers must apply for a new licence to operate:

  • post-secondary institutions that provide driver’s licence training for a fee
  • organizations that provide professional driver’s licence or endorsement training to their employees at no charge
  • organizations such as carriers and bus companies that provide driver’s licence or endorsement training for a fee
  • school boards and school divisions
  • government agencies
  • driver training providers that provide Class 1 and 2 and S endorsement training that are currently licensed or certified through the Government of Alberta
  • driving instructors that provide Class 1 and 2 and S endorsement training that are currently licensed or certified through the Government of Alberta
