Overview
In November 2021, Alberta and Canada signed the 2021-2026 Canada-Alberta Canada-Wide Early Learning and Child Care (CACWELCC) Agreement to increase accessible, affordable and high-quality childcare in Alberta. Through the CACWELCC Agreement, funding is provided directly to childcare providers to lower childcare fees for children up to kindergarten age who attend eligible licensed daycares, family day homes and preschool programs.
In addition to the CACWELCC Agreement, Alberta and Canada have signed agreements to further support childcare in Alberta, including the Canada-Alberta Early Learning and Child Care Agreement in June 2021, and the Early Learning and Child Care Infrastructure Funding Agreement in March 2024, which became a part of the CACWELCC Agreement.
In December 2025, the governments of Alberta and Canada signed a one-year, $1.17-billion extension of all 3 agreements.
Key features of the plan
Cost Control Framework and For-Profit Expansion Plan
As part of the 2021-2026 CACWELCC Agreement and subsequent one-year extension, the Cost Control Framework and For-Profit Expansion Plan supports the expansion of affordable licensed childcare spaces while ensuring public funds are used responsibly. It reflects Alberta’s unique mixed-market system by enabling eligible for-profit providers to grow and to serve more families under the agreement.
The Cost Control Framework guides the sound and reasonable use of public funds by:
- ensuring accountability and responsible use of funds while still supporting parent choice for additional childcare services
- maintaining rigor around licensing requirements and financial practices
- reducing potential exposure to fee and cost escalation for parents and governments
