Overview
Alberta’s government is seeking qualified applicants through this Request for Expression of Interest and Qualification (RFEOIQ) process to design, implement and deliver gambling treatment services that provide coordinated, evidence-informed outpatient and virtual treatment and recovery supports for Albertans experiencing gambling-related harms.
Gambling-related harms can affect mental health, physical health, relationships, financial stability, employment, housing and overall wellbeing. As part of Alberta's recovery-oriented system of care, Mental Health and Addiction is strengthening provincial gambling treatment services through coordinated approaches that:
- improve access to specialized gambling treatment and recovery supports
- establish a clear provincial access pathway
- support individuals experiencing a range of gambling-related harms
- provide services for affected family members and loved ones
- integrate gambling treatment within Alberta's addiction and mental health system
- support continuous quality improvement through outcome measurement and evaluation
The successful applicant(s) will work within Alberta's recovery-oriented system of care to provide a comprehensive continuum of gambling treatment and recovery supports that build upon existing services and supports, contribute to accessible services across Alberta and respond to varying levels of client need and complexity.
Deadlines
There are 3 important deadlines:
- By August 24, 2026 at 4:30 pm Mountain Daylight Time (MDT), interested applicants must signal their interest by submitting an Non-Disclosure Agreement (NDA) to [email protected]. They will then be sent an application package to complete.
- Once this deadline is passed, Mental Health and Addiction will no longer accept NDAs from interested applicants.
- By August 31, 2026 at 4:30 pm MDT, applicants who have submitted an NDA may send questions about this competition and requirements to [email protected], and those questions will be responded to before the application deadline.
- To ensure fairness, Mental Health and Addiction will share anonymized questions and answers with all providers who submitted an NDA for this competition.
- By September 10, 2026 at 4:30 pm MDT, all applications are due.
- Late or incomplete applications will not be evaluated for this competition but late applications may be considered for future opportunities.
Funding
As part of the RFEOIQ, applicants will be required to provide:
- proposed gambling treatment services, including the scope of services, geographic reach and service delivery approach
- detailed budget estimates
- staffing and organizational structure
- implementation plan
- outcome measurement approach
- service delivery assumptions that inform the proposed implementation, operation and expansion of services
Successful applicant(s) will enter into a grant agreement with Mental Health and Addiction. Final grant funding amounts and project scope will be subject to negotiation following completion of the evaluation process.
Eligibility
The Ministry of Mental Health and Addiction is seeking holistic, evidence-informed outpatient and virtual treatment and recovery approaches that extend beyond traditional one-to-one counselling and combine a range of supports to address the diverse needs of individuals and families affected by gambling-related harms.
Applications will only be reviewed by Mental Health and Addiction from organizations with:
- demonstrated experience developing, implementing and delivering gambling, addiction and mental health, or related treatment and recovery services
- demonstrated ability to comply with applicable privacy, information management and legislative requirements, including Alberta's Health Information Act, Personal Information Protection Act or Protection of Privacy Act
Applicants will be required to provide a detailed description of their proposed approach to the development and implementation of gambling treatment services that support individuals experiencing harms associated with all forms of gambling.
As provincial gambling treatment services will continue to evolve and expand over time, applicants should clearly describe their proposed services, geographic reach, partnerships and access pathways, as well as how services may be implemented and expanded over a period of up to 3 years.

Priority may be given to applicants that demonstrate intensity-based and innovative service delivery approaches and robust measurement and evaluation capabilities.

Upon receipt of the signed NDA, Mental Health and Addiction will send the application package to the applicant, which includes:

- Request for Expression of Interest and Qualification Questions and Answers Document
Step 3. Submit application package
Applicants who submitted an NDA can send a completed application package by 4:30 pm MDT on September 10, 2026. Submissions must be emailed to [email protected] with ‘RFEOIQ: Provincial Gambling Treatment Services’ in the subject line.
For an application package to be considered complete, applicants must ensure their application package includes the following completed components:
- completed Application Template
- completed Financial Template
- reference letters from partners and stakeholders, as requested in the Application Template
- other documentary evidence to support the application
Mental Health and Addiction will not accept brochures or other promotional material as a standalone part of the application without specific rationale and reference within the proposal.
After you apply
Alberta’s government may require shortlisted applicants to provide additional information by email, deliver a presentation and/or participate in an interview.
Presentations and interviews are in person, in Edmonton.
Applications may be reviewed as they are received. However, applicants are encouraged to submit their applications by the stated submission deadline to ensure full consideration. Early review of applications does not imply that funding will be allocated on a first-come, first-served basis or that available funding will be exhausted before the submission deadline.
After a decision is made, all applicants will be notified by email of the result of their application.
