Introduction
The Citizen’s Appeal Panel (CAP) is a decision-making body composed of Alberta citizens with diverse backgrounds and skills. CAP ensures fairness by making decisions based on the legislation and facts presented by the parties.
CAP is an independent, quasi-judicial tribunal, committed to procedural fairness and the principles of natural justice in all its decisions.
The Appeals Secretariat supports the CAP by managing the administrative aspects of appeals and helping Albertans navigate the process. The Appeals Secretariat receives and processes notices of appeal, schedules hearings, and communicates with all parties to ensure they are informed and able to participate. It also supports CAP members through training, manages related financial tracking and identifies trends to improve the appeals system.
What is an appeal
An appeal is when you ask CAP to review a decision that a government program has made about services. The CAP:
- is made up of private citizens who are not Government of Alberta employees
- has the authority and training to hear your appeal
- may agree with, reverse or change part of the program’s decision

- Income and Employment Supports Act (IES)
- Family Support for Children with Disabilities Act (FSCD)
- Persons with Developmental Disabilities Services Act (PDD)
- Continuing Care Act (CC)
- Seniors Benefit Act – General regulations (SB)
- Early Learning and Child Care Act (ELCC)
- Child, Youth and Family Enhancement Act (CYFE)
- Protection for Persons in Care Act (PPC)
- Public Health Act – Alberta Aids to Daily Living Regulation (AADL)
- Mental Health Services Protection Act (MHSP)
