Village of Cremona Viability Review Community Survey

Introduction

The Minister of Municipal Affairs initiated a viability review for the Village of Cremona in March 2025. The Ministry of Municipal Affairs is developing a Viability Review Report that will examine the village’s community, governance, administration, finances, infrastructure and services, and outline options for how the community of Cremona can best move forward.

The report will include information collected from the Village of Cremona, Mountain View County, provincial records, and the community. When completed, the ministry will distribute the report to village residents and property owners. The report will also be available on the Government of Alberta website.

Following distribution, the ministry will host a public information session to review the report before village electors vote on whether Cremona should remain a village and make changes to achieve viability, or if it should dissolve and become a hamlet in Mountain View County.

This survey takes 10 to 15 minutes to complete and closes January 5, 2026. Only complete the survey once.

Municipalities are created by the province and must operate within legislated guidelines.
The purposes of Alberta municipalities are to:

  • provide good government
  • foster environmental well-being and economic development
  • provide services and facilities necessary and desirable for all or part of the municipality
  • maintain safe and viable communities
  • work collaboratively with neighbouring municipalities

With this in mind, we ask that you take some time to think about the survey questions and record your answers below. Do not include personal information about yourself or other people in your responses.

Local governance
This section includes information about municipal elections in the village, council representation, public participation, municipal bylaws, long-term planning, and regional collaboration.

This section discusses the municipality’s capacity to operate on a daily basis and implement council decisions. This includes staffing, the municipal office and hours of operation, and communication with the community through newsletters and social media.

This section includes information about the village’s financial position, property tax rates, utility fees, tax due dates and penalties, and assets and liabilities.
Physical infrastructure

This section includes an overview of the condition of all village-owned infrastructure. It also discusses the municipality’s long-term capital and operational plans to maintain and upgrade existing infrastructure. This includes roads, water and wastewater systems, and municipal facilities.

The village has received provincial funding for an infrastructure audit to determine the condition of existing infrastructure in Cremona.

This section reviews the municipality’s capacity to provide municipal services that meet public expectations and relevant regulated standards. This includes water, wastewater, solid waste utilities, snow clearing and road maintenance, and how services are provided and funded.
