Overview
We gathered feedback to help inform the completion of the Upper Smoky Sub-regional Plan, including regulatory details and associated amendments to the South Saskatchewan Regional Plan.
The final plan identifies policy direction and requirements for activities within the sub-region. Incorporating the plan and regulatory details under an existing regional plan support their full implementation.
Residents, Indigenous communities, local governments, industry and others shared input on a draft sub-regional plan, along with associated guidelines and regulations.
Sub-regional plans help provide opportunities for Albertans to work and play, improve the overall landscape and enable Indigenous traditional uses.

Online survey
An online survey was available from March 27 to June 25, 2025.
Public virtual information sessions
Two public webinars were held on April 16 and May 6, 2025.
Public in-person open house
Public open houses were held in Grande Prairie on April 23, 2025, and Grande Cache on April 30, 2025.
Indigenous engagement
We worked directly with Indigenous communities and organizations throughout the Upper Smoky Sub-regional Plan area to ensure their perspectives are heard and explored.
Sector engagement
We met with interested sectors within the Upper Smoky Sub-regional Plan area.
We notified holders of statutory consents that are expressly identified by the proposed regulatory details in this draft plan to provide the opportunity for these individuals to propose alternate means to achieve the policy outcomes of the sub-regional plan.
Outcomes
Your feedback informed the Upper Smoky Sub-regional Plan, including the related regulatory details and the associated amendments (see page 215) to incorporate the regulatory details in the South Saskatchewan Regional Plan.
The Upper Smoky Sub-regional Plan was approved by Lieutenant Governor in Council on November 5, 2025.
