Regional Advisory Council 2 - Health

Council 2 serves northeastern Alberta and will advise government on ways to improve health care and bring forward local priorities.

Overview

Regional Advisory Council 2 covers communities in the northeastern corner of the province including Fort McMurray and many First Nations. Members of this advisory council will identify local health issues, explore potential solutions and advise government. 

Council region

Council 2 represents the far northeast. The region extends from the Northwest Territories border to south of Conklin and from the Saskatchewan border west to Mildred Lake and beyond. The Regional Municipality of Wood Buffalo and smaller communities like Fitzgerald, Fort Chipewyan and Anzac are located within the area. There are also many First Nations, including the Athabasca Chipewyan, Chipewyan Prairie, Fort McKay, Fort McMurray No. 468, Mikisew Cree and Smith’s Landing. This council is part of the northeast health corridor.

Membership 

The council includes members from a wide range of backgrounds, including Albertans receiving health care services, health care workers, community leaders, elected municipal representatives and Indigenous representatives. 

Current members

  • Jennifer Best (Chair) – Fort McMurray, Wood Buffalo

    For over 26 years, Jennifer has worked as a child and youth counsellor guided by a passion for supporting others. In her current role as health director for the Athabasca Tribal Council, she works alongside communities to improve Indigenous health outcomes in the region. 

    Jennifer also served on the previous Health Advisory Council and various other local boards. These roles have helped her understand how to navigate complex governance systems while staying rooted in addressing the community needs. Jennifer consistently finds balance through time in nature and with family, who inspire much of the work she does.

  • Allan Grandison (Vice-chair) – Fort McMurray

    Allan Grandison came to Fort McMurray in 1983 and has had the opportunity to work in a variety of leadership roles with Indigenous communities, municipal government, business and non-profit sectors. He has worked as a certified life skills coach, registered social worker, and obtained a master’s in municipal leadership. 

    Allan was elected to municipal government in 2021 and is currently serving as councillor for the Regional Municipality of Wood Buffalo. In his free time, Allan enjoys travel, golf, baseball and being outdoors with his family.

  • Syeda Hussain – Fort McMurray

    Syeda Hussain is pursuing a career in medicine and currently supports operations with Recovery Alberta. She has held various roles within Alberta Health Services, including contributing to the launch of Connect Care. Syeda has volunteered at the Northern Lights Regional Health Centre for over five years. 

    She recently served on the Wood Buffalo Health Advisory Council, where she advocated for local health care improvements and community engagement. As a prospective physician, she is passionate about supporting the health and well-being of her community and improving access to care in northern Alberta.

  • Olena Krylevych – Fort McMurray

    Olena Krylevych grew up in Western Ukraine, where she built a strong foundation caring for patients as a resident in the anesthesiology and intensive care units. Since moving to Canada in 2022, she has continued her passion for helping others working as a pharmacy assistant at Loblaw Pharmacy and volunteering with Alberta Health Services at the Northern Lights Regional Health Centre in Wood Buffalo. 

    Olena finds deep meaning in supporting patients and strengthening the bond between people and the health care system. Every day, she is inspired by the opportunity to make someone’s journey a little easier. 

  • Shannon Lloyd – Fort McMurray

    Shannon Lloyd has worked with the Multicultural Association of Wood Buffalo for five years. During this time, she has been the programs and development manager and interim executive director. Shannon volunteers as the vice-president of the Dollywood Foundation Imagination Library of Wood Buffalo. 

    She has also volunteered on many sports boards. Shannon is a graduate of Portage College, Cold Lake, with 12 years’ experience as a front-line worker within disability services. Prior to moving to the region, Shannon worked in Cold Lake Family and Community Support Services.

  • Marsha Titus – Fort McMurray

    Marsha Titus has been a dedicated addictions counsellor with Recovery Alberta for the past two years. She works in the Fort McMurray Recovery Centre supporting individuals on their recovery journey. Marsha also volunteers with numerous organizations, including the United Way and the Multicultural Association of Wood Buffalo, and has served on KidSport Wood Buffalo’s board since 2023. 

    Marsha moved to Fort McMurray from Toronto in 2019 and now proudly calls the region home. She was recognized for her contribution to her community and named one of Fort McMurray’s Top 50 under 50 class of 2022. 

  • Dan Tulk – Fort McMurray

    Dan Tulk is a dedicated educator with over 18 years’ experience in the Fort McMurray Public School Division, including the past 12 years as a high school principal. He holds a bachelor of arts and a bachelor of education from Memorial University, along with a master of educational technology from the University of British Columbia. 

    Dan is an advocate for community engagement, serving as chair of the Keyano College Educational Assistant Advisory Board, chair of Some Other Solutions, and vice-chair of BGC Fort McMurray. His commitment to community service extends to volunteer work with the United Way, the Wood Buffalo Food Bank, the Salvation Army, Waypoints, the Canadian Mental Health Association and the Ride for Dad Prostate Cancer Charity. Dan brings a deep passion for student success, inclusive education and community collaboration.

  • Claris Voyageur – Fort Chipewyan

    Claris Voyageur is a proud Mikisew Cree First Nation member and an active community member in the Wood Buffalo region. As the manager of the Ayabaskaw Seniors Home for the past 38 years, Claris understands how to work with the provincial government. From 2021 to 2024, Claris chaired the Nunee Health Board Society. 

    She currently serves as deputy fire chief for the Fort Chipewyan Fire Department. She has also been a municipal councillor and worked in restorative justice, showcasing her compassion and dedication to helping Albertans.

  • Breanna Wallace – Fort McMurray

    Breanna Wallace is a registered social worker with the Alberta College of Social Workers. With nearly 10 years’ experience, Breanna has specialized in supporting youth across the Regional Municipality of Wood Buffalo, serving in a variety of roles dedicated to helping children and young people thrive. 

    Breanna volunteers as an advocate with Victim Services, responding to calls and providing critical support to individuals throughout the region. She is currently pursuing a bachelor's degree in psychology. In her free time, Breanna enjoys fishing the region’s beautiful rivers, snowboarding and spending quality time with friends and family.

Community engagement
