Overview

We are gathering input to help inform potential updates to the Animal Protection Act and Animal Protection Regulation.

The last amendments to the Animal Protection Act were passed in 2005 and came into force together with the current regulation in 2006. All legislation undergoes periodic review to ensure it continues to achieve its purpose and meets Albertans’ expectations. 

Changes under consideration are primarily intended to address issues that hinder peace officers from being efficient and effective in resolving animal care concerns.

The Animal Protection Act prohibits causing an animal to be in distress and prohibits an owner or caregiver from allowing an animal to remain in distress. It also establishes the basic duties of care for which all animal owners and caregivers are responsible.

Alberta’s Office of the Chief Provincial Veterinarian leads animal health and welfare policy development, including oversight of administration of the Animal Protection Act.

Stakeholder engagement

Between May 5 and June 7, 2025, we will meet with organizations that have a direct role in the animal protection system in Alberta or that run welfare assurance programs, including:

  • enforcement agencies specializing in Animal Protection Act enforcement, like the Alberta Society for the Prevention of Cruelty to Animals (Alberta SPCA)
  • the Alberta Veterinary Medical Association
  • livestock and rodeo organizations
  • humane societies approved under the Animal Protection Act
  • municipalities, agricultural service boards and representative organizations
  • Indigenous communities

Outcomes

Feedback will inform potential changes to the Animal Protection Act and Animal Protection Regulation to help Alberta maintain a sound animal welfare system where all animals are protected from distress and well cared for.
