Advisory Panel on the potential impacts of separation

A new advisory panel will provide an independent assessment of the University of Calgary School of Public Policy’s report on the potential impacts of separation.

Overview

The advisory panel will provide input to the University of Calgary’s School of Public Policy as it conducts an independent analysis of the potential costs, benefits and consequences of separation. The panel will review the methodologies and assumptions used in the report and provide an independent assessment of the report once complete to be released as well.

The panel will also provide advice to the government to help ensure Albertans have the facts to make an informed decision on our future. The panel’s work reflects government’s commitment to ensuring Albertans have access to objective, evidence-based analysis as public discussion continues.

Alberta’s government selected The University of Calgary’s School of Public Policy to provide a clear, fact-based report of the potential economic and fiscal implications of Alberta leaving Canada.

The advisory panel will assess the final report’s finding and provide a written, independent assessment of the report.

The report is expected to be released late summer 2026.

Council membership

  • Dr. Jack M. Mintz C.M (Chair)

    Dr. Jack M. Mintz is the President’s Fellow of the School of Public Policy at the University of Calgary after serving as the Palmer Chair and founding Director from January 1, 2008, to June 30, 2015.

    He is a board member of Mackenzie Health, York Region, Ontario, Canada West Foundation and the Aristotle Foundation for Public Policy.

    Dr. Mintz is also a Distinguished Senior Fellow, MacDonald-Laurier Institute, Senior Fellow at the C.D. Howe Institute, and research fellow at International Tax and Investment Centre in Washington D.C., CESIfo Germany and Oxford’s Centre of Business Taxation. He is a weekly contributor to the Financial Post of Canada.

    Dr. Mintz became a member of the Order of Canada in 2015 as well as receiving the Queen Elizabeth Diamond Jubilee Medal in 2012 for service to the Canadian tax policy community and Queen Elizabeth Platinum Medal in 2023 for serving as chair of the
    Alberta Premier’s Economic Recovery Council from 2020 to 2022.

  • Ted Morton

    F.L. (Ted) Morton is currently an Executive Fellow at The School of Public Policy and a professor emeritus in Political Science at the University of Calgary. In 2013-2017, he was Senior Fellow, Energy and Environment, at the Manning Foundation. Ted served as the MLA for Foothills-Rocky View in the Legislative Assembly of Alberta from 2004-2012; and Minister of Energy (2011-12); Minister of Finance (2010); and Minister of Sustainable Resources Development (2006-2009).

    Before entering public office, Ted taught in the political science department at the University of Calgary from 1981 to 2004. He returned to teaching from 2012-2017. Ted received his B.A. from Colorado College (Phi Beta Kappa), and his M.A. and Ph.D. in political economy at the University of Toronto. Ted has been a visiting scholar at universities in France, Australia, Quebec and the United States.

    Ted has written and edited eight books, most recently Strong and Free: My Journey in Alberta Politics. (2024) and Law, Politics and the Judicial Process in Canada, 5th Ed. (2024). His book, The Charter Revolution and the Court Party (2002) won a Donner Foundation book prize.

  • Adam Legge

    Adam Legge is the President of the Business Council of Alberta. He has worked with the founders to create a council of CEOs advocating for shared prosperity and a better life for Albertans.

    He was the 18th President and CEO of the Calgary Chamber where he transformed it into a national and international award-winning entity. He was previously a Director at the Haskayne School of Business, and Vice President and Chief Economist at Calgary Economic Development. He is the author of Making Remarkable.

    Adam serves on the boards of the Calgary Counselling Centre and Vibrant Communities Calgary.

  • Alex Pourbaix

    Mr. Pourbaix has been a member of the Cenovus Board since November 2017, when he was also appointed President and Chief Executive Officer of Cenovus. He was appointed Executive Chair of the Board of Directors in April 2023 upon stepping down as President and Chief Executive Officer. He transitioned to Board Chair in May 2025.

    Mr. Pourbaix has been a director of NRG Energy Inc., a publicly traded energy and home services company, since November 2023; and Canadian Utilities Limited, a publicly traded diversified global energy infrastructure corporation, since 2019.

    Mr. Pourbaix served as the President and Chief Executive Officer of Cenovus from November 2017 to April 2023 where he was instrumental in strengthening Cenovus’s balance sheet, implementing a disciplined capital allocation framework and reducing costs. He led the company’s strategic acquisition of Husky Energy, which closed in January 2021, and also helped co-found Pathways Alliance.

    Mr. Pourbaix was also a director of Trican Well Service Ltd., a publicly traded oilfield services provider, from May 2019 to December 2019. Prior to joining Cenovus, Mr. Pourbaix spent 27 years with TC Energy and its affiliates in a broad range of leadership roles, including Chief Operating Officer, where he was responsible for the company’s commercial activity and overseeing major energy infrastructure projects.

    Mr. Pourbaix is a director of the Business Council of Alberta and the Alberta Regional Board of Nature Conservancy Canada. He was previously Chair of the Mount Royal University Board of Governors, the Board of Governors at the Canadian Association of Petroleum Producers (CAPP), the Canadian Energy Pipeline Association, and also served as a board member of the Business Council of Canada. In 2022, Mr. Pourbaix was awarded the Queen’s Platinum Jubilee Medal in recognition of the contributions he has made to Alberta.

    Mr. Pourbaix earned Bachelor of Laws and Bachelor of Arts degrees from the University of Alberta. Mr. Pourbaix is a non-independent director and is not currently a member of any Board committees.

    As Board Chair, Mr. Pourbaix provides overall leadership to enhance the effectiveness of the Board, the committees of the Board and the individual directors of the Board.

  • Jannis MacKinnon

    Janice MacKinnon chaired the Blue- Ribbon Panel on Alberta’s Finances. She also served as Saskatchewan Finance Minister, Co-Chair of the Manitoba Advisory Panel on Fiscal Performance and she chaired Canada’s Economic Advisory Council.

    She currently is a Professor of Fiscal Policy at the University of Saskatchewan, Executive Fellow at the University of Calgary’s School of Public Policy and she is a Senior Fellow and Member of the National Council at the C.D. Howe Institute.
