Supporting minors to make informed decisions

Alberta’s government is dedicated to the health and safety of children and youth, supporting their path to adulthood with their full life choices intact.

Overview

Alberta’s government is safeguarding the health, safety and futures of children and youth experiencing gender dysphoria or gender incongruence, to ensure that they are protected, supported, and given the opportunity to grow into adulthood with their full range of life choices intact.

Children and youth who identify as transgender often experience complex challenges. These experiences are real and deserve to be treated with dignity and compassion. 

Measures to support children and youth

As a result, Alberta’s government has implemented the following policies through legislation: 

  • Regulated health professionals are prohibited from performing sex reassignment surgeries on minors. This has been in force since December 2024.

  • As of January 7, 2026, regulated health professionals are prohibited from prescribing hormone therapy to minors for the purpose of treating gender dysphoria or gender incongruence, with some exceptions. Exceptions are set out in the Ministerial Order 31/2025 and include regulated health professionals being able to prescribe hormone therapy for those minors:
    • who have already commenced hormone therapy to treat gender dysphoria or gender incongruence 
    • aged 16 and 17 with parental/legal guardian, physician and psychologist approval
    • with a disorder of sex development (e.g., intersex) regardless of a coexisting diagnosis of gender dysphoria or gender incongruence
