Albertans provided input on potential land designation changes for the proposed Silvertip Gondola.

Overview

We gathered input on a proposed land use change to designate an area of Crown land as an All-season Resort Area. Stone Creek Resorts’ proposed Silvertip Gondola would require amendments to the South Saskatchewan Regional Plan and the boundary of the Bow Valley Wildland Provincial Park.

Engagement feedback will help determine whether a land-use designation change should occur and, if so, under what conditions, recognizing that the change remains a potential decision at this stage.

Any feedback on detailed project design and site-specific considerations, including infrastructure, operations, and construction details, was shared with Stone Creek Resorts as the project proponent.

The All-season Resorts Act was created to strengthen investor confidence and grow Alberta’s tourism sector.

To designate the proposed area of Crown land as an All-seasons Resort Area, amendments are required to the South Saskatchewan Regional Plan and the boundary of the Bow Valley Wildland Provincial Park.

Input received

There were several opportunities to gather feedback on the proposed land use change to designate an area of Crown land as an All-season Resort Area.

Open house

A public open house was held in Canmore on April 7, 2026.

Questionnaire and written submissions

Albertans shared their feedback through an online questionnaire and written feedback between March 11 and May 14, 2026.

Stakeholder engagement

We worked directly with impacted stakeholders to garner their feedback. Statutory consent holders were notified of this engagement and opportunities to provide feedback.

Indigenous consultation

The Government of Alberta is committed to meaningful engagement with Indigenous communities and upholding our duty to consult regarding the land use change for the area of Crown land proposed for the Silvertip gondola. Consultation was conducted in accordance with our consultation policies and guidelines.

Outcomes

Engagement feedback will inform decision-making on land use in the Bow Valley, including:

  • Designation as an All-Season Resort Area – This designation would allow Alberta's government to accept and review a formal resort application (for example, gondola operations, hiking) under the All-season Resorts Act. Designation would not approve construction but it would enable a formal application and review process.
  • Boundary adjustment to Bow Valley Wildland Provincial Park – Under the Public Lands Act, a formal boundary change would be required to remove affected park lands before they could be designated as an All-season Resort Area.
  • Amendment to the South Saskatchewan Regional Plan (SSRP) – Any boundary change must be reflected in the plan’s maps and area descriptions.

These decisions will determine whether the Silvertip Gondola project may proceed to submit a development application for review.
