Overview
A review is timely as the number of parking placards and plates for persons with disabilities issued, as well as Alberta’s ageing population, continues to increase yearly. As we review eligibility requirements and opportunities to reduce red tape, stakeholder feedback is very important.
Feedback will provide an opportunity to identify innovative solutions tailored to enhance the program and assess the need for a regulatory authority with the power to enforce program requirements.

We are seeking feedback for this program for numerous reasons:
In 2024, Service Alberta and Red Tape Reduction engaged with the Premier’s Council on the Status of Persons with Disabilities, who recommended a broad stakeholder engagement and proposed certain changes such as expanding eligibility and eliminating the requirement to attend a registry agent to renew parking placards for persons who have a disability that is considered permanent by healthcare professionals.
The Minister met with the Canadian National Institute for the Blind (CNIB) in April 2025 to discuss CNIB’s concerns over a lack of eligibility for individuals with sensory impairments, such as deafness and blindness.
In recent years, Motor Vehicles has received many requests for policy changes to expand the program’s eligibility requirements.
