Nuclear energy engagement

Albertans can share feedback on potential nuclear energy development in the province.

Overview

An expert panel is gathering feedback on how nuclear power could be integrated into Alberta’s energy mix to provide reliable baseload power and opportunities for industrial application, such as in the oil sands, while further reducing emissions.

As the demand for electricity continues to rise, nuclear power has the potential to provide safe, reliable energy to help meet those demands.

The engagement is being completed in phases. In the first phase, the panel gathered initial input from Albertans, Indigenous communities and stakeholders to help identify information needs, engagement interest and preferences. This input helped the panel understand key questions and perspectives on developing a nuclear industry in Alberta, while ensuring meaningful engagement with different individuals, groups and communities across the province.

The second phase will focus on engaging with Indigenous communities and organizations to better understand their perspectives on the potential for nuclear energy development and provide additional opportunities for industry and the public to share feedback.

Exploring Alberta’s nuclear energy future webinars

Albertans have the opportunity to attend public information sessions on nuclear energy in Alberta. The sessions will explain why the Alberta government is engaging on this topic, as well as information on nuclear energy. The sessions will also help inform future engagement activities and the panel’s report to the government on the potential for a nuclear energy industry in the province. Panelists and experts will be available to answer your questions in a live Q&A.

Input received – Phase 1

Online survey

Participants were able to complete an online survey to share views about nuclear energy between August 25 and October 25, 2025.

Stakeholder engagement

Industry and other stakeholders were able to provide feedback through a Request for Information (RFI) on the opportunities and barriers in developing a nuclear industry in Alberta between August 25 and October 25, 2025.

Indigenous engagement

Panel members will work directly with Indigenous communities and organizations to gather their perspectives on the potential of advancing a nuclear energy industry in Alberta.

Panel mandate

The Nuclear Energy Engagement and Advisory Panel will advise Alberta’s government about its potential role in advancing a nuclear energy industry in the province.

The panel will deliver a final report to the Minister of Affordability and Utilities by March 31, 2026.

Panel members are leaders from government, industry, academia and other relevant sectors.

  • Chantelle de Jonge (chair)

    Chantelle de Jonge was appointed the Parliamentary Secretary for Affordability and Utilities on July 13, 2023.

    Ms. de Jonge was also appointed as one of Alberta's Pacific NorthWest Economic Region Delegate Council members.

    Ms. de Jonge earned a bachelor’s degree with distinction in economics and philosophy at the University of Calgary and was awarded the Professor Z.M. Kubinski Prize in Economics for 2 research projects on Canadian economic issues. She also has her Master of Public Policy from the University of Calgary.

    Ms. de Jonge believes in giving back through volunteer efforts, and dedicates a lot of her time to volunteering, both at home and abroad. She has also worked as a dental assistant, and previously served as the president of her professional association.

    Chantelle de Jonge was first elected as the Member of the Legislative Assembly for Chestermere-Strathmore on May 29, 2023.

  • Honourable Deron Bilous

    The Honourable Deron Bilous, principal, DB Strategic Consulting, served as a member of the Legislative Assembly from 2012 to 2023, representing the riding of Edmonton-Beverly-Clareview.

    During his time in government, he held several cabinet roles, including Minister of Municipal Affairs, Service Alberta, and Economic Development and Trade, and he also established Invest Alberta. He holds an MBA in executive management from Royal Roads University and is based in Alberta.

  • Tim Boston

    Mr. Tim Boston retired in 2025 as Vice President of Public Policy, Government Relations, and Compliance at ENMAX. Over his 25 years working in the Electricity industry for EPCOR, Capital Power and ENMAX, he led and participated in teams responsible for environmental and regulatory policy, government relations, compliance, and new generation project approvals across North America. From 2018 to 2023, he held leadership roles with the Independent Power Producers Society of Alberta, serving as Vice Chair and later Chair.

    Prior to joining industry, he served as a senior policy advisor with the federal and Alberta governments, and established the public and government relations function at Weyerhaeuser Canada in Alberta.

    Mr. Boston holds a BA in Economics (International Trade) from the University of Alberta and an executive MBA from Queen’s University. Mr. Boston is now the principal at Boston Edge Strategies Inc., where he provides strategic advocacy and policy advice to a variety of charitable and corporate interests.

  • Stephen Buffalo

    Mr. Stephen Buffalo, President and Chief Executive Officer of the Indian, Resource Council of Canada and a member of the Samson Cree Nation, worked with Peace Hills Trust for 15 years, most recently serving as Regional Manager for Southern Alberta.

    He is the first Indigenous Governor of the Canadian Energy Executive Association and also serves on the boards of Samson Management 2009 Ltd., the University of Calgary ReDevelop Initiative, and the Notre Dame Hounds National Alumni, where he is Vice President.

    Mr. Buffalo holds a management degree from the University of Lethbridge and a BA from Medicine Hat College. He also serves as the president and CEO of the Indian resource Council, an advocacy association of energy producing First Nations.

  • Dr. Rudiger Tscherning

    Dr. Rudiger Tscherning is Associate Professor of Law and Research Fellow in nuclear law and policy at the University of Calgary. His research focuses on the regulation of the energy sector with an emphasis on the regulation of energy infrastructure development and on industrial decarbonization technologies, including nuclear energy. 

    He is a member a working group on nuclear education for the OECD Nuclear Energy Agency’s Global Forum on Nuclear Education, Science, Technology and Policy and also participates in several working groups with the International Nuclear Law Association. 

    Dr. Tscherning teaches nuclear and energy law courses at the University of Calgary, holds a PhD in international construction law from Heidelberg University, and previously practiced as a solicitor in London specializing in energy and infrastructure disputes.

  • Dr. Harrie Vredenburg

    Dr. Harrie Vredenburg is a faculty Professor of Strategy and Global Management at the Haskayne School of Business and a Research Fellow at the School of Public Policy, University of Calgary.

    He served on Alberta’s 2008–09 Nuclear Power Expert Panel and continues to advise on sustainable energy strategy. His research focuses on energy governance, innovation, and competitiveness, with more than 60 peer-reviewed publications.

    Dr. Vredenburg holds a PhD in Strategic Management from the Ivey Business School at Western University and is an ICD.D-certified board director.

Outcomes

Input gathered by the panel will help inform a comprehensive nuclear roadmap and regulatory framework to support a nuclear energy industry in Alberta.
