Emergency 911 Grants Regulation engagement

Emergency 911 call centres shared their thoughts on the regulated definition of a 911 call and 911 Grant Program eligibility.

Overview

We engaged with Alberta’s Public Safety Answering Points (911 call centres) to ensure our Emergency 911 Grants Regulation is up to date. The regulation guides funding for the enhancement and delivery of 911 services in Alberta.

The Canadian Radio-television and Telecommunications Commission is requiring a new and improved 911 service – referred to as Next Generation 911 or NG911 – be launched in Canada by March 31, 2027. The service will allow people to contact 911 by texting, or potentially through other media, in addition to voice calls.

To support the introduction of this service, we engaged the 24/7 emergency call centres that receive 911 calls and route them to police, fire and medical services. The engagement gathered input on expanding the definition of a 911 call in support of NG911 implementation and potential amendments to grant funding eligibility.

The Emergency 911 Grants Regulation establishes Alberta’s 911 Grant Program, which is intended to support and enhance the delivery of local 911 services throughout Alberta, as delivered by Public Safety Answering Points (PSAP). The regulation includes information on grant eligibility, funding conditions and the application process.

Grant funds are collected through a provincial levy on Alberta cellphone users and distributed to PSAPs. The delivery of 911 services is the responsibility of local communities and is supported by the Alberta government and telephone service providers.

Alberta’s 911 Grant Program Guidelines specify that only PSAPs in Alberta are eligible for grant funding. The engagement gathered input on potential amendments to enshrine this policy directly in the regulation, which will help ensure 911 Grant Program funds are limited to supporting enhanced delivery of 911 services by PSAPs within Alberta’s jurisdiction.

Stakeholder engagement

We contacted all of Alberta’s PSAPs directly and invited them to respond to a written survey by the end of August.

Outcomes

Feedback will help ensure the Emergency 911 Grants Regulation supports NG911 and informs decision-making about clarifying grant eligibility.
