These decisions mark the first Level 2 cases concluded since the Police Review Commission (PRC) began operations in December 2025.
With the creation of the PRC, ASIRT’s mandate expanded beyond investigating incidents involving death, serious injury and serious or sensitive nature (Level 1). ASIRT now investigates Level 2 matters under the Police Act, which are allegations of potential criminal conduct by police that do not meet the higher Level 1 threshold.
The two cases reported today reflect the range of matters now reviewed under ASIRT’s expanded mandate. In each case, the acting executive director reviewed the evidence and issued a written report setting out the findings and conclusions.

Edmonton Police Service – Dec. 23, 2025 | Level 2 Report
ASIRT was directed to investigate a police dog bite involving a bystander while responding to a break and enter.
RCMP – Nov. 30, 2025 | Level 2 Report
ASIRT was directed to investigate an allegation of assault involving an off-duty RCMP officer in Fort McMurray.
ASIRT operates within the PRC, an independent, civilian-led agency responsible for investigating criminal allegations and serious incidents involving police services in Alberta. ASIRT conducts independent and objective investigations into incidents resulting in death, serious injury, or potential criminal offences involving police services, as well as serious matters involving peace officers.
