The council will bring together municipal leaders and industry representatives to examine innovative approaches to infrastructure funding and identify tools that can help communities maintain and expand core services.

The council, in collaboration with BILD Alberta’s working group on alternative infrastructure financing, will explore ways to close the municipal infrastructure gap and enhance municipalities’ ability to invest in housing and critical infrastructure through innovative financing tools and without increasing the tax burden on Albertans.

“As Alberta’s communities grow, we must address our growing infrastructure gap. We need to ensure municipalities have the tools they need to build and maintain infrastructure that supports that growth. The province will continue to support municipal infrastructure with predictable funding, and this leadership is listening to municipalities, from our small and rural to our largest cities, and giving them more tools in their toolbox to build the infrastructure demands of the future.”

Dan Williams, Minister of Municipal Affairs

“The launch of this minister’s council is an incredible opportunity to expand how we fund and build Alberta’s communities for the future. It directly builds on BILD Alberta’s work to unlock innovative financial tools that can get housing and critical infrastructure built faster, more cost-effectively and more responsively. We are excited to expand the financing toolbox, close the infrastructure gap and ensure our growing communities can truly thrive.”

Scott Fash, CEO, BILD Alberta Association

As Alberta continues to experience population growth and economic expansion, municipalities are facing an increased demand for roads, water systems, transit and other core infrastructure. The minister will explore policy options to strengthen long-term financial capacity and new fiscal tools to support responsible, locally driven growth.

“Alberta’s mid-sized municipalities are growing rapidly, creating new demands on local infrastructure and services. We look forward to partnering with Minister Williams and the Government of Alberta to explore and champion innovative solutions that support growing communities.”

Jeff Acker, chair, Alberta Mid-sized Cities Mayor’s Caucus, mayor of Spruce Grove

“Alberta Municipalities has been shining a light on the growing pressure on municipal property taxes. Municipal leaders in Alberta have a long history of innovation and we welcome this initiative to explore additional practical infrastructure financing tools to help municipalities support growth, maintain essential services and build stronger communities.”

Dylan Bressey, president, Alberta Municipalities

The council will assess a range of approaches, including alternative financing models, partnerships with the private sector and mechanisms successfully used in other jurisdictions. Findings, presentations and recommendations will help inform future government decisions and support municipalities in planning for the future.
