PETROLEUM MARKETING ACT (sections 12 and 12.1); FINANCIAL ADMINISTRATION ACT (sections 56, 57, 58 and 80) - Authorizes the Alberta Petroleum Marketing Commission to borrow money to an aggregate maximum of $900 million for hydrocarbon marketing activities; authorizes the President of Treasury Board and Minister of Finance to make advances to or purchase securities of the Alberta Petroleum Marketing Commission to an aggregate maximum of $900 million for hydrocarbon marketing activities; approves the Alberta Petroleum Marketing Commission purchasing shares, making loans, entering into joint ventures or partnerships or providing guarantees for hydrocarbon marketing activities; authorizes the Alberta Petroleum Marketing Commission to incorporate or acquire one or more subsidiary corporations for hydrocarbon marketing activities.
