PETROLEUM MARKETING ACT (sections 12 and 12.1); FINANCIAL ADMINISTRATION ACT (sections 56, 57, 58 and 80) - Authorizes the Alberta Petroleum Marketing Commission to borrow money to an aggregate maximum of $4.1 billion for the financing and operations of the North West Redwater (Sturgeon) refinery; authorizes the President of Treasury Board and Minister of Finance to make advances to or purchase securities of the Alberta Petroleum Marketing Commission to an aggregate maximum of $4.1 billion for the financing and operations of the North West Redwater (Sturgeon) refinery and to raise money for this purpose, under certain terms and conditions; approves the Alberta Petroleum Marketing Commission purchasing shares, making loans, entering into joint ventures or partnerships or providing guarantees for the financing and operations of the North West Redwater (Sturgeon) refinery; authorizes the Alberta Petroleum Marketing Commission to incorporate or acquire one or more subsidiary corporations for the financing and operations of the North West Redwater (Sturgeon) refinery.
