POST-SECONDARY LEARNING ACT (sections 73 and 74); FINANCIAL ADMINISTRATION ACT (sections 72 and 81) - Approves the borrowing by The Board of Governors of Red Deer College of an amount not to exceed $18 million in Canadian funds from the Alberta Capital Finance Authority for a term not to exceed 30 years and at an interest rate not to exceed 3.70 % per annum, for the construction of the Student Residence at Red Deer College, and authorizes the President of Treasury Board, Minister of Finance to provide, on behalf of the Crown, a guarantee of the principal and interest of the borrowing.
