A corporate CEO with a proven background in financial oversight and corporate governance is taking the helm of Alberta Health Services, and an oncologist with executive experience at the former Cancer Board will lead the Health Quality Council of Alberta.

Stephen Lockwood, Q.C., takes over immediately as the new Chair of the Alberta Health Services (AHS) Board. He has been a member of the board since 2010. Lockwood is president and co-CEO of Mullen Group Ltd., a trucking and logistics company based in Okotoks. Prior taking on that role in 2004, he practised law with Carscallen Lockwood LLP, a firm he helped establish in 1988.

Dr. Tony Fields is the new chair of the Health Quality Council of Alberta (HQCA), also effective immediately. He brings a distinguished academic career in medicine at the University of Alberta, was a vice president with AHS, and was a sitting member of the HQCA Board.

“Mr. Lockwood’s business and financial skills as well as his experience on the AHS board will ensure strong board governance and help us continue our goal of better access to and effective delivery of health care,” said Minister of Health Fred Horne. “I thank Catherine Roozen for her service as interim chair and for agreeing to remain on as vice chair.”

“Dr. Fields’ credentials, experience and reputation make him an excellent choice to lead the HQCA as they develop new and innovative approaches to improving patient safety and enhancing the quality of health services in this province,” Horne added. “I am deeply grateful to outgoing chair Dr. Lorne Tyrell for his dedication and service.”

“I would like to thank Minister Horne for showing confidence in me by appointing me as Chair of Alberta Health Services,” Lockwood said. “During my term, I intend to focus on achieving ‘Total Albertan Satisfaction’ with all aspects of AHS. We will challenge conventional thinking and be creative to make things better, we will work to ensure that everything we do has a useful purpose, and we will continue to empower our workforce. Our goal is to create a healthcare delivery system of which every Albertan will be proud.”

Stephen H. Lockwood, Q.C., Chair of Alberta Health Services

Mr. Stephen Lockwood, Q.C., is the President, Co-CEO and a director of Mullen Group Ltd., a publicly listed company on the TSX that owns a network of independently operated businesses. Mullen Group is recognized as the largest provider of specialized transportation and related services to the oil and natural gas industry in western Canada and is one of the leading suppliers of trucking and logistics services in Canada - two sectors of the economy in which Mullen Group has strong business relationships and industry leadership. Mullen Group’s corporate office provides management, financial, technological, human resources and safety expertise and oversight to its independent businesses.

Prior to joining Mullen Group, Ltd., in 2004, Mr. Lockwood practised law with the law firm Carscallen Lockwood LLP. Mr. Lockwood graduated from the University of Alberta in 1978 with a Bachelor of Commerce Degree and from the University of Calgary in 1981 with a Bachelor of Law Degree.

He is currently a director of several private companies and a member of the Provinces Strategic Transportation Advisory Committee. He previously served as a Director of the Petroleum Services Association of Canada, the Dominion Resource Equity Fund and Producers Oilfield Services, Inc.

Mr. Lockwood spent many years as a volunteer with the Calgary Stampede, as well as Ducks Unlimited. He was also instrumental in raising funds and overseeing the completion of the Emily Follensbee Outdoor Learning Centre at Emily Follensbee School in Calgary.

A. L. A. (Tony) Field, CM, MA, MD, FRCPC, FACP, Chair of Health Quality Council of Alberta

Dr. Tony Fields, Professor Emeritus, Department of Oncology, University of Alberta, is a medical oncologist and a member of the medical staff of Alberta Health Services. He retired in 2011 from his appointments as vice president, Alberta Health Services - Cancer Care, and Professor, Department of Oncology, University of Alberta.

Dr. Fields attended school in his native Barbados, studied natural sciences at the University of Cambridge, and medicine at the University of Alberta. He trained in internal medicine and medical oncology at St. Michael’s Hospital and the Princess Margaret Hospital respectively, in the University of Toronto system. He joined the faculty of the University of Alberta and the medical staff of the Cross Cancer Institute in Edmonton in 1980. In his clinical practice, he specialized in gastrointestinal oncology. While with Alberta Health Services as vice president, Cancer Care, he was responsible for Alberta’s tertiary and associate cancer centres, community oncology programs and cancer research programs. He previously held various administrative positions within the former Alberta Cancer Board, including director of the Cross Cancer Institute and vice president, Medical Affairs & Community Oncology. At the University of Alberta, he served as director of the interdepartmental Division of Oncology, and at the inception of the Department of Oncology he was its acting chair.

Dr. Fields was appointed to the board of the Health Quality Council of Alberta in 2012. He also serves as chair of Alberta Health Services’ Provincial Advisory Council on Cancer. On the national scene, he is chair of the Expert Review Committee of the pan-Canadian Oncology Drug Review, after having helped to lead the development of this provincial/territorial initiative through the steering and advisory committees established by the participating provinces and territories. In the past, he spearheaded the development of Alberta’s network of community cancer centres and community oncology programs. He is a past president and chair of the board of directors of the National Cancer Institute of Canada and has served on the boards of the Canadian Cancer Society, the Canadian Breast Cancer Research Alliance, the Canadian Oncology Society and the Canadian Association of Provincial Cancer Agencies, also as a member of the Council of the Canadian Strategy for Cancer Control. His service to professional organizations includes previous appointments as president of the Canadian Association of Medical Oncologists, councillor (University of Alberta Chapter) of the Alpha Omega Alpha Honor Medical Society, and governor (Alberta Region) of the American College of Physicians.

Dr. Fields has been recognized for his work by several awards, including an honorary doctorate of Athabasca University, the Distinguished Alumni Award of the University of Alberta and the R.M. Taylor Medal and Award of the Canadian Cancer Society and the National Cancer Institute of Canada. In Alberta’s centennial year he was named one of Alberta’s 100 Physicians of the Century. Most recently, in 2012, he was appointed a Member of the Order of Canada.
