The new requirements are included in specification 3.50, Asphalt Concrete Pavement - EPS of the "Standard Specifications for Highway and Bridge Construction, Edition 9" and subsequent editions of the specifications manual.

The contents of Construction Bulletin # 6 have been updated and incorporated into section 2.3.3 of Alberta Transportation's manual "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 2 - Construction Contract Administration, 2013".

Environmental Requirements

Construction Bulletin 9

The majority of the contents of Construction Bulletin #9 have been incorporated into various Alberta Transportation documents as follows:

Item 1 - section 4.5 of "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 1 - Design and Tender, 2011"

Item 2 - section 2.3.4 of "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 2 - Construction Contract Administration, 2013"

Item 5 - the requirements for handling topsoil and subsoil both within and outside the highway right-of-way have been updated and are detailed in specification 2.3 of "Standard Specifications for Highway Construction, Edition 14, 2010 " and subsequent editions of the specification manual.

Item 7 - section 4.5.2.1 and 4.5.2.2 of "Engineering Consultant Guidelines for Highway Bridge and Water Projects, Volume 1 - Design and Tender, 2011". The Pre-disturbance Assessment and Post-disturbance Assessment documents pertaining to Borrow Excavation are located on the Alberta Transportation website List of "Environmental Requirements" - These items would normally be addressed through the Environmental Construction Operations Plan required under specification 2.3, Grading of "Standard Specifications for Highway and Bridge Construction, Edition 14, 2010". The "Environmental Construction Operations Plan Framework" document is located on the Alberta Transportation website.

Topsoil Conservation within the Right-of-Way

The contents of Construction Bulletin # 11 pertaining to the design phase of a construction project (item 2a in the Bulletin) have been incorporated into section 4.6.1 of Alberta Transportation's manual "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 1 - Design and Tender, 2011".

The contents of Construction Bulletin #11 pertaining to the construction phase of a construction project (item 2b of the Bulletin) have been incorporated into section 1.13.4 of Alberta Transportation's manual "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 2 - Construction Contract Administration, 2013"

The majority of the contents of Construction Bulletin #13 have been incorporated into Alberta Transportation's manual "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 2 - Construction Contract Administration, 2013" as follows: 

Definition of Pavement Defects on Extended Warranty Contracts

Construction Bulletin 16

Construction Bulletin # 16 was used for four trial projects in 2004 containing extended warranty provisions. This Construction Bulletin is no longer active as the Department has not since used this type of warranty specification.

The contents of Construction Bulletin # 17 have been updated and incorporated into section 1.13 of Alberta Transportation's manual "Engineering Consultant Guidelines for Highway, Bridge and Water Projects, Volume 2 - Construction Contract Administration, 2013".

Transition From Using Penetration Grade Specifications to Performance Grade Specifications for Asphalt Cements

Construction Bulletin 22

Construction Bulletin # 22 is now inactive as the Department and asphalt suppliers have fully transitioned to using Performance Grade asphalt specifications and thus contracts should no longer have references to penetration grade asphalts.
