Is Alberta's grid ready?

Alberta's grid has one job that outranks every other: keep the lights on. Attracting data centres has not changed that, because Alberta wrote the rules so it cannot. The independent system operator will only provide access to the transmission system if doing so will maintain the reliability and adequacy of the electric system. Projects that bring their own power will be prioritized. And if supply ever runs short, homes and families outrank every large data centre in the province. Here is how the system works, who runs it, and what happens next as more projects line up.

Data centres connect only when the independent system operator confirms that doing so will maintain the reliability and adequacy of the electric system. Projects that arrive with new generation are prioritized. And in any emergency, homes come before large data centres. Every time.

Who guards the grid

The Alberta Electric System Operator, the AESO, plans and operates the provincial grid around the clock. It is not a company selling power and it is not a government ministry. It is an independent body whose legal mandate is the safe, reliable and economic operation of the system.

In 2025, the province passed the Energy and Utilities Statutes Amendment Act, 2025, which amended the Electric Utilities Act to make the AESO's authority over large new connections explicit. Before a large project connects, the AESO assesses whether the grid can serve it without compromising reliability or the adequacy of supply. If the answer is no, the project waits. No minister can order a connection onto the grid.

The speed bump Alberta built on purpose

When data centre interest surged, the AESO did not connect projects first and ask questions later. It studied how much new large load the existing grid could safely serve and set an interim limit of 1,200 megawatts. That interim room is now fully taken.

The next stage is already being designed. Phase 2 of the large-load rules will set the permanent framework, and its focus continues the principle Alberta started with: projects that bring their own generation to complement their grid request go to the front of the line.

Companies have asked to connect roughly 19,565 megawatts of new data centre load, far more than the AESO allowed onto the grid in this first stage. The difference is evidence that Alberta's system is working, and that it puts Albertans' interests first.

Section 3

New demand brings new supply

Alberta's rules steer large data centres toward building their own new power. Under the Data Centre Regulation, in force since June 2026, projects that pair their demand with dedicated new generation or storage go to the front of the connection line. Projects that do not bring their own generation wait longer.

Alberta's biggest project arrived with a power plant attached. Meta's campus in Sturgeon County, developed under 2024 legislative changes that let a company generate its own power on site and sell the surplus to the grid (self-supply with export), pairs a grid connection approved by the AESO with a new $4.6 billion generating station built beside it by private companies. As the campus grows, the new supply grows with it.

The result: the data centre wave is adding generating capacity to Alberta, paid for by the companies that need it, available to strengthen the system as a whole.

When the grid is stressed, who gets power?

Albertans have seen grid alerts during hard cold snaps. None of them were caused by data centres. And the system did what it was built to do: it protected homes.

The rules are built to keep it that way. Alberta's emergency procedures protect homes and essential services first and reduce large industrial loads first. For data centres, Alberta is going further: the connection frameworks now being finalized are expected to build interruptibility into the connection agreements themselves, so that reducing power use when the grid needs the room becomes a condition of being connected at all.

That matters because flexibility cannot be assumed. A data centre in the middle of a major computing job cannot simply switch off without cost, which is exactly why Alberta's approach is to write the obligation into the connection terms up front rather than rely on goodwill in a cold snap.

What comes next

The 1,200-megawatt interim stage was Phase 1. The AESO is now finalizing the permanent framework, known as Phase 2, which will set the long-term rules for how large loads connect: how the connection list is managed, what large customers must contribute, and how much can connect as the system grows.

As an interim step, the AESO has also developed a bridging approach that can let a limited amount of new load connect earlier, under strict conditions that protect reliability, including the obligation to reduce consumption when the grid needs the room.

Decisions in this process are made by the AESO through its public engagement process, and every milestone is published. This page will be updated as each one lands.

The AESO's independence. The AESO is established by statute, governed independently, and its reliability decisions are not directed by government. Power plant approvals sit separately with the Alberta Utilities Commission, an independent quasi-judicial regulator.
