Canada Community-Building Fund (CCBF) Online application system, program guidelines, annual expenditure reports and other resources.

CCBF Online

CCBF Online is the online application system for the federal Canada Community-Building Fund (CCBF) (formerly Gas Tax Fund).

CCBF Online modernizes the way we administer the CCBF and enhances service delivery. This online grants management system streamlines municipalities' and Metis Settlements' ability to manage project applications and reporting, and provides the added ability to access key program financial information.

CCBF Online is available through MAConnect, the web portal that provides Government of Alberta staff and external stakeholders secure access to our key business applications.

Municipalities that have not previously used MAConnect will have to enter into a Stakeholder Agreement before requesting access to CCBF Online. To request a Stakeholder Agreement, call 780-644-2413 (toll free by dialing 310-0000 first).

Annual Expenditure Reports

Under the terms of the Gas Tax Fund Agreement, we are required to prepare an Annual Expenditure Report (AER). This report summarizes the results of the past year, details a listing of all approved projects, and summarizes expended and unexpended funding provided to municipalities. The AER is approved by an auditor and submitted to Infrastructure Canada.

Outcomes reporting

We are required to prepare outcomes reports for the federal government in 2018 and 2023 – describing how communities benefit from federal CCBF funding.

The report also describes the impact of CCBF as a predictable source of funding and how local governments are improving their planning and asset management practices.

The 2018 Outcomes Report was accepted by Infrastructure Canada in June 2018.

The 2023 Outcomes Report was accepted by Infrastructure Canada in June 2023.

Materials

Asset management

As required by Alberta's Gas Tax Fund Agreement with the federal government, we have prepared an Alberta Approach to Asset Management. The multi-phase approach includes:

  • publishing an inventory of current asset management tools and resources
  • supporting the development of new tools that support asset management
  • enhancing existing advisory services and training opportunities
  • assessing existing gaps and expanding tools and resources where required
  • reviewing corporate planning requirements as part of the Municipal Government Act review

We continue to work with the Municipal Sustainability Strategy stakeholder advisory committee on developing details for each aspect of the asset management approach.
