Overview

This directive sets out how employees in salaried positions and the employer share premium costs of benefit plans.

Employer share

If employees participate in the following benefit plans, the government will pay:

Basic Group Life and Accidental Death and Dismemberment (AD&D) Insurance Plan Two-thirds of the cost.
Occupational/Travel AD&D Insurance Plans for all employees, including wage employees, not participating in the Basic Group Life and AD&D Insurance Plans All the cost.
Long Term Disability Income (LTDI) Continuance Plan for employees who are not members of the bargaining unit; LTDI coverage for employees on a contract of employment may be determined by the terms of their contract All the cost.
LTDI for members of the bargaining unit Half the cost.

Leaves of absence

When an employee is on an authorized leave of absence without pay, the employee and the government will continue to pay their respective portions of the premium costs of the benefit plans (except LTDI) in which the employee was participating prior to the absence.

Leaves of absence without pay will also include:

  • parental leave
  • the 180 consecutive calendar days vesting period under position abolishment
  • the 180 consecutive calendar days provisions under lay-offs
  • the period during which an employee receives Workers' Compensation benefits

Pensionable service will be purchased during the period of leave according to policy instructions issued by Alberta Pensions Services Corporation.

Waived premiums

Premiums required for both the employee and employer under the LTDI plans are waived for employees receiving Workers' Compensation or LTDI benefits and employees on a leave without pay.

The insurer may waive Group Life Insurance premiums for employees after they have been disabled from work for two years.

Public Service pension plans

The employing department will make both the employer and the employee contributions to the public service pension plans on behalf of the employees who are receiving LTDI or Workers' Compensation benefits.
