The appeal, filed by Michael Dockman, was dismissed on March 4, 2019. He was penalized $56,350, including provincial fine surcharges, at the time of his conviction. The charges against Dockman were the result of non-compliance of an enforcement order issued in 2013 for the East Airdrie Waterworks System.

In December 2017, Dockman was convicted of:

  • contravening fluoride limits
  • contravening fluoride monitoring frequency
  • contravening pH limits
  • contravening pH monitoring frequency
  • failing to submit monitoring records
  • failing to immediately report contraventions

In addition to the imposed fine and surcharges, Dockman was prohibited from operating or having control of any water or wastewater collection, treatment or distribution facilities or systems in Alberta for three years. He was also prohibited from being employed or holding a controlling interest in any corporation or other organization owning or operating a water or wastewater collection, treatment or distribution system in Alberta for three years.
