Horne will meet with the Minister for Health in Ireland and that country’s Health Service Executive to learn more about their experience with different health system management models. He will be meeting with the National Institute for Clinical Excellence in the United Kingdom about approaches to ensure appropriate and evidence-based care. He will discuss how to achieve health system efficiencies with The King’s Fund, an independent charity working to improve health and health care in England. He will also meet with the International Society for Quality in Health Care about education and accreditation programs to support quality improvement in health.

Horne also is a keynote speaker at the European Health Summit 2013 in Brussels, Belgium, on January 28. The summit, which will focus on primary health care reform, will provide additional opportunities for the exchange of information and discussion of best practices with health leaders from across Europe.

“I’m always looking at how we can improve the quality of health services and health outcomes. These agencies may have practices and protocols that apply to our own health system,” said Minister Horne. “I’m there to see and hear what the best European minds and systems have to offer. On behalf of Alberta I was honoured to accept the invitation to explain to European health leaders what we are doing in primary health care. This is a two-way conversation.”

Travel and accommodation expenses for Minister Horne are estimated at $12,000.
