Incident Command System Alberta committee

Learn about the committee and Alberta’s involvement with the Incident Command System (ICS).

Overview

ICS Canada is the governance group responsible for the pan-Canadian management of the Incident Command System. The group ensures the continuity, standardization and interoperability of ICS through the country.

Through ICS Canada, provincial or territorial agencies are referred to as the Authority Having Jurisdiction (AHJ):

  • There is only one AHJ per province or territory.
  • The provincial or territorial government department responsible for emergency management is typically designated as the AHJ.

The Alberta Emergency Management Agency (AEMA) is the AHJ for Alberta, and it has the delegated authority to manage and administer the use of ICS.   

Role and responsibilities

In 2012, AEMA, in conjunction with stakeholders, formed the ICS Alberta committee (ICS Alberta) to provide strategic direction for the purpose of growing ICS use in Alberta. The committee is:

  • responsible to the AEMA Managing Director
  • comprised of representatives from organizations across the province that use or instruct ICS

ICS Alberta and AEMA are responsible for:

  • establishing and maintaining standard content and learning objectives for all Alberta ICS course material
  • reviewing, administering and managing changes to the Alberta curriculum
  • developing instructor qualification criteria and managing processes for instructor approval and recognition
  • developing and managing quality assurance policies and processes to ensure reciprocity of certificates
  • developing and managing additional training courses and material as required

ICS Alberta is a leader in improving access to the ICS curriculum at a national and international level. Since its formation, the committee has:

  • created standard practices, policies and processes for ICS practitioners
  • approved over 250 ICS instructors in Alberta (accounting for 49% of all ICS Canada-certified instructors)
  • partnered with Alberta Health Services to create an online version of ICS I-200, leading to Alberta becoming one of the only 2 jurisdictions in Canada offering ICS I-200 online
  • developed Canada’s first online ICS I-100 course
  • certified instructors to deliver the ICS Canada curriculum in Malaysia, Indonesia, China, Argentina, Mexico and the United States
