Overview
The Disaster Recovery Program (DRP) does not cover costs, damage or loss that could have been covered by insurance. A local authority must first apply to the Alberta Emergency Management Agency (AEMA) for a DRP, and be approved, before individuals may apply for assistance.
The 2023 DRP for Overland flooding in the towns of Edson and Whitecourt and the counties of Yellowhead and Woodlands closed February 26, 2024. There are no open DRPs.
The DRP is a conditional grant that provides local governments, ministry departments, and private-sector applicants financial assistance to help in recovery after a natural disaster. The DRP includes a cost-sharing policy where the Alberta government will provide assistance for 90% of eligible disaster costs and the impacted community and eligible applicants are responsible for the remaining 10%.
Disaster financial assistance can only be secured by a local authority (municipality, Metis Settlement) after a DRP is in place. Local authorities must contact AEMA after a natural disaster before a DRP can be established, and a state of local emergency does not have to be in place to qualify for a DRP. Once a DRP is in place, homeowners can apply to help restore property to pre-disaster functional condition.
Homeowner funding limits
There is $500,000 funding cap per homeowner application, and a one-time limit on disaster financial assistance per property address. This policy has been in place since 2021 disaster events and is not retroactive to DRPs prior to 2021.
Changes to the DRP in 2021 encourage Albertans to mitigate disaster risks by:
- purchasing appropriate insurance
- reducing property development in high-risk areas
- relocating to less disaster prone areas
- mitigating their properties

*Note: Steps 3-4 could take several months, decisions are dependent on the quality of submission from the local authority.
Eligibility and funding
Only apply if your local authority has been approved for DRP funding.
Public-sector applicants
Public sector refers to municipalities, Metis Settlements and Government of Alberta departments.
When a disaster or major emergency occurs in the province, the Alberta Emergency Management Agency monitors the events to gather information. As data becomes available, the agency assesses the need for a Disaster Recovery Program.

The Alberta Emergency Management Agency (AEMA) will provide application forms to affected municipalities for the submission of timely and accurate information about the damage in their area.

- homeowner or residential tenant
- small business or landlord
- agricultural operations
- condominium associations
- not-for-profit organizations or cooperatives

Insurance responsibility
It is your responsibility to protect your home (personal property) or business/farm. Insurance is a well-known form of risk transfer, where coverage of a risk is obtained from an insurer in exchange for ongoing premiums paid to the insurer. When someone has chosen not to ensure their property when insurance was available, they accept the risks.
The DRP does not cover costs for losses or damages to property that could have been insured. The DRP only helps with damage, loss and costs caused by perils that are considered uninsurable by the Government of Alberta. See what hazards and perils are covered by insurance:
Approved programs
The application period for private sector applicants (for examle homeowners, tenants, landlords) is open for 90 days after the announcement of an approved DRP.
