The results-based budgeting process includes a three-year review of all government programs and services to ensure they align with the outcomes Albertans have identified as priorities.

“Albertans have told us they want government to deliver results in priority areas - this is the heart of results-based budgeting,” said President of Treasury Board and Minister of Finance Doug Horner. “I’m especially pleased to have the involvement of these folks from outside of government. They are leaders in their respective fields, and will bring a fresh perspective to these comprehensive reviews.”

The province has also released Results-based Budgeting: Report to Albertans, which describes the results-based budgeting process and outlines a three-year schedule for the reviews. The reviews are being conducted based on lines of business which bundle together similar programs - in some cases ones that stretch across a variety of government ministries - that are striving to achieve the same outcomes. Six lines of business are being reviewed in the first year and review plans are under development. 

The 31 Albertans will join government MLAs on six challenge panels. The challenge panels will test the review plans before detailed work starts to ensure they are sufficiently comprehensive and will assess the reviews once they are completed to examine the conclusions and make certain they were appropriately thorough.  

“Success is measured in a very large part by our ability to achieve our desired outcomes,” said John Ferguson, President, Princeton Ventures and an external member of the Ministry Support Services and Enterprise Support Services challenge panel. “As someone from the private sector, I look forward to sharing my outside perspective to ensure the reviews are a success, and bring more efficiency and effectiveness in government’s delivery of programs.”

The results-based budgeting process will review about one-third of all programs and services each year, including those delivered by agencies, boards and commissions. The first review plans are scheduled to be complete before the end of the year, with the reviews themselves completed by spring 2013. 

Government will report regularly on the progress of the reviews, including tabling public reports in the legislature each fall throughout the three-year review process.
